The Stonewall Community Association was organized in 1983 and incorporated in 1984 to represent the neighborhood. It is officially a neighborhood association and not a homeowners association. Membership in the Association is voluntary and costs $25 a year per home. Its membership rates are exceptional–traditionally over 30 percent of all homes in the neighborhood are members, outstanding for a voluntary association in the Lexington area. Sponsorship of the web site is one of many functions of the Association. (Stonewall Equestrian Estates, located within the Stonewall neighborhood at the end of Cindy Blair Way, has its own homeowner’s association, for which membership is mandatory. Their members are also eligible for membership in — and encouraged to join — our voluntary association.)
The Association maintains a major landscaped entrance area at the intersection of Clays Mill Road and Cindy Blair Way, as well as other entrance markers at Higbee Mill Road and Cornwall Drive and at the north end of Hyde Park Drive and near the north end of Chelsea Drive. It publishes and mails to all its residents a quarterly newsletter with current information about the Association and the neighborhood. It has organized a Safety Watch program for the neighborhood. Our Association members deliver welcome baskets to our new neighbors. Annual events sponsored by the Association include a community yard sale, an Independence Day parade, and a summer ice cream social for families. There is an annual business meeting in March and other scheduled meetings as needed. Meetings generally are held at the Stonewall Elementary School on Cornwall Drive.
There are four elected officers in the Association–a president, vice-president, secretary, and treasurer, as well as a board of directors consisting of up to 15 members. The president is limited to two successive terms. The other three officers have no term limitation. The board members are elected by the membership in three cycles, groups of up to five each year. They have no term limitation. Elections are held in conjunction with the Annual Business Meeting. The board meets up to six times a year to conduct business.
The association’s structure and actions are governed by a set of bylaws last updated and approved by the membership at the March 2012 annual business meeting. Bylaws changes can be presented to the membership for approval at this meeting each year as needed.
